According to My Hero Academia chapter 406 spoilers, the chapter is named Understand Your Own Quirk.
The chapter starts with an update on the current situation across various battlefields. The conflicts at General Hospital and Okuto Island have come to an end. Skeptic has been captured by Hound Dog and the Ketsubutsu students, while the civilians have been safely evacuated. Aoyama and Hagakure are working on freeing the heroes trapped by Kuneida's plants in the Parking lot.
However, the battle against Gashly at Takoba Arena is still ongoing, and the whereabouts of Aizawa and Present Mic, who have been taken by Kurogiri, remain unknown. My Hero Academia chapter 406 introduces Lady Nagant, who is still lying on the rooftop and contemplating Rock Lock's words about Izuku Midoriya being their only hope.
As the chapter transitions to the scene featuring All Might, Deku is hailed by a call from her. All Might appears to be thoroughly impressed by Bakugo's remarkable velocity. Edgeshot elucidates that before Bakugo's demise, he had already achieved an astonishing level of speed that even left Shigaraki astounded. It is evident that Bakugo is currently in the process of comprehending how to further enhance this extraordinary swiftness.
All for One is filled with anger as he finds himself trapped in the debris. However, he puts his focus on reaching Shigaraki rather than killing Bakugo. Shigaraki, in turn, believes he can once again "break" Bakugo. Meanwhile, Deku is engaged in a battle with Shigaraki and realizes that he has yet to come up with a strategy to counter the combination of Regeneration, body modification, and Decay that his adversary is employing.
So far, Deku has been relying on Danger Sense to avoid the attacks and can only use Gear Shift one more time before the consequences become unbearable. Despite this, Deku makes the decision to utilize Gear Shift now, and the Second User appears to support this choice.

Returning to AFO in the chapter, he reminds himself that engaging in a battle against someone like Bakugo, whose quirk is not as powerful as Endeavor’s or Tokoyami’s, would not allow him to further develop his abilities. Meanwhile, Bakugo comes to understand that the intense agony caused by his sweat running over his bruised body serves as a source of strength for his quirk.
He simply needs to identify the source of the pain and use it to increase his speed. By doing so, he easily surpasses his previous record and believes that he may have even left Izuku behind by now. Chapter 406 of My Hero Academia then shifts to Bakugo's parents witnessing the ongoing battle.
When his father becomes unable to continue watching, Mitsuki reminds him that they must show their support for Katsuki, who is likely smiling at this moment. Meanwhile, AFO is puzzled as to why this young boy is provoking more anger in him than even All Might did. He realizes that it's because Bakugo bears a resemblance to the Second User of OFA.
My Hero Academia chapter 406 presents a flashback in which the Second User informs AFO that Yoichi is deceased, with the Demon Lord being held responsible. AFO places blame on the Second User for all the unfolding events, emphasizing that none of it would have occurred had the Second User not reached out to Yoichi.
AFO shouts, "You're to blame for everything, Kudo!" Bakugo irritably retorts that he is not Kudo, but rather "Kacchan of the Bakugos" (Bakugo may address himself as "Bakugou no Kacchan" in the original My Hero Academia chapter 406 raw scans, but Viz might alternatively translate it as "Katsuki Bakugo").

It will be fascinating to see how he further enhances his quirk and utilizes it in the battle against All for One.
The revelation of the Second OFA user's identity is another exciting aspect of chapter 406.
