To clarify, Bakugo has never singled out a person with disabilities for his bullying. The criticism from fans concerns his behavior towards Izuku Midoriya, also known as Deku. In a society where nearly everyone possesses superhuman abilities known as Quirks, Deku stands out as an exception, lacking any powers from birth. Consequently, within this particular context, one could view him as disabled.
Bakugo's continuous bullying towards Deku originated from his personal insecurities, forming a tense dynamic between them. Due to his exceptional talent and being far more advanced than others, Bakugo developed a superiority complex and viewed others as beneath him. Unfortunately, Deku's absence of a Quirk made him the ideal victim for Bakugo's bullying.
Bakugo once urged Deku to give up on his dream of joining U.A. high school and becoming a hero. He even went as far as suggesting that Deku should jump off the rooftop. In hindsight, the creator of the series, mangaka Kohei Horikoshi, has acknowledged his regret regarding Bakugo's initial portrayal. Instead of depicting a well-rounded dynamic of tension and healthy competition between the main character and the secondary character, it ended up being unnecessarily harsh.
